If skimpy clothing causes a woman to be raped, should we never wear bathing suits?

I keep hearing how certain people say women’s clothing leads to her rape, and that even if a woman has the right to wear what she wants, she shouldn’t (perhaps we would be better off in burqas?). But I wonder where this argument comes into play when concerning the beach? A bathing suit is pretty much the skimpiest thing a woman can wear in public. If clothing is the problem, why aren’t women randomly jumped, raped, or assaulted on the beach? Or by the pool?

Why is a bikini a-ok, but a little black dress is "inviting" rape?

These comments are a crutch to enable rapists to feel less than 100% responsible for their actions. This is an area where men wish to be treated like children because it benefits them.

I refuse to believe that men are incapable of controlling their actions when visually stimulated. Men need to learn how to deal with their reproductive systems without harming other people!
A starving person who steals food is still held responsible for the theft. A rapist is responsible for committing rape.
